Paperwork check

This tool never decides, on its own: whether to submit or file anything with a customs authority, release cargo, change a booking, or approve a goods code, country of origin, customs value, permit need, or sanctions/export-control status. It never judges physical condition (damage, a broken seal). If the route or the goods touch a sanctioned place or a dual-use category, it stops before checking anything else and asks a human. Every STOP and every PASS still needs a person for the judgement items the workflow lists — a PASS here means only that the documents agree with each other, not that the shipment is cleared.
